Dr. Boyer was one of three children born to Sylvester J. and Melissa Boyer.
He graduated from Hahnemann Medical College, Kansas City, Missouri in 1914. He then moved to Davenport, Iowa in 1917 and opened a medical practice there in 1918.
He was a veteran of World War I and II and served in the medical section of the Rock Island Arsenal from 1917 till his retirement in 1946. Initially, he was a first lieutenant in the medical corps. He attended patients at Camp Dodge during the great influenza epidemic of 1918-1919. He was discharged from active duty on 8 Sep 1919 and became a contract surgeon on 20 May 1920.
On 1 Nov 1942, he was commissioned a lieutenant colonel in the Army and was made post surgeon at the Arsenal. He retired 27 Sep 1946 as a full colonel.
Ulysses married Laura Louise Brower on 16 Dec 1922 in Pittsburgh. She was the daughter of James Farmer and Elizabeth Ann (Kelly) Brower and a nurse he met when they worked together at Camp Dodge. They had one child, a daughter.
